NEW DELHI — India’s flagship Production Linked Incentive (PLI) scheme for the pharmaceutical sector has achieved substantial momentum in generic finished drug formulations, but critical upstream bulk drug manufacturing continues to encounter significant regulatory and biological delays.
In a written response presented to the Lok Sabha, Union Minister of State for Chemicals and Fertilizers, Smt. Anupriya Patel, revealed that the government has disbursed ₹6,659 crore under the main Pharmaceutical PLI scheme through March 2026, drawing from a total financial allocation of ₹15,000 crore. However, the parallel PLI Scheme for Bulk Drugs—designed to insulate the nation from global Active Pharmaceutical Ingredient (API) supply disruptions—has seen a disbursement of ₹87.70 crore against its ₹6,940 crore outlay. Meanwhile, the PLI Scheme for Medical Devices has recorded ₹266.64 crore in disbursed incentives.
The disclosures shed light on both the expanding domestic capacity of India’s formulation industry and the intricate structural challenges involved in building resilient, homegrown biotechnology and chemical manufacturing infrastructure.

Sectoral Disbursement Overview

The performance period for the primary pharmaceutical PLI scheme commenced in FY 2022-23. Designed to boost domestic manufacturing capabilities, incentivize high-value complex generics, and expand global supply chains, the incentive structure operates strictly on incremental sales performance.

Alongside these financial updates, Minister Patel clarified that the government currently has no plans to reform the Medical Devices PLI framework. Industry proposals to transition from an exclusive sales-based PLI model to a hybrid framework incorporating Component-Linked Incentives (CLI) have been set aside, maintaining the present performance-driven parameters.

Decoding the Bulk Drug Bottleneck: Biological and Regulatory Friction

While downstream drug formulators have rapidly capitalized on the scheme, bulk drug manufacturers face a vastly different operational reality. Active Pharmaceutical Ingredients—particularly those produced via fermentation, such as key antibiotics, vitamins, and steroids—require complex microbial cell cultivation rather than simple chemical blending.
According to the official ministerial statement, project commissioning delays under the Bulk Drugs scheme stem from several interconnected factors:
  • Prolonged Gestation Periods: Fermentation-based biomanufacturing relies on biological strain selection, scale-up, and continuous optimization, which naturally require long development cycles before commercial yield is stabilized.
  • Regulatory & Clearance Timelines: Green-field chemical and biological manufacturing units face extensive statutory processes, including land acquisition negotiations and rigorous Environmental Impact Assessments (EIA).
  • High Operational Utility Costs: Energy-intensive fermentation and chemical synthesis demand continuous electricity and water, elevating base operational expenses compared to competing international hubs.
Because PLI incentive disbursements are legally tied to actual commercial sales of eligible products, delays in facility commissioning directly delay fund release.
“Manufacturing finished tablets or capsules is an engineering process that can scale rapidly once a facility is built. Producing fermentation-derived bulk drugs, however, is a biological science,” explains Dr. Arisudan Sharma, a senior pharmaceutical supply chain researcher not involved in the government report. “You cannot hurry cell culture doubling times or bypass environmental safety validation. When incentives are tied purely to sales milestones, any delay in commissioning translates to a lag in financial disbursement.”

Public Health Implications: Why API Sovereignty Matters to Patients

For healthcare professionals and patients, the distinction between formulation production and bulk drug synthesis is far more than a technicality. India has long been celebrated as the “Pharmacy of the World,” supplying affordable generic formulations across the globe. However, the underlying supply chain has historically carried a significant vulnerability: an estimated 70% of essential bulk drugs and Key Starting Materials used in those generics have been imported from external suppliers.
When global supply chains face disruption—whether due to trade bottlenecks, geopolitical tensions, or health emergencies—shortages of foundational bulk drugs like amoxicillin, paracetamol, or clavulanic acid can severely impact hospital inventories and patient care.
Establishing robust domestic API capacity offers three major public health benefits:
  1. Medicine Security: Insulates national health programs and pharmacy networks from international stockouts of essential life-saving medications.
  2. Quality Control and Traceability: Streamlines oversight by regulatory bodies like the Central Drugs Standard Control Organisation (CDSCO) over the entire production pipeline, from raw chemical compound to finished dosage form.
  3. Price Stability for Consumers: Reduces exposure to wild fluctuations in imported raw material prices, helping maintain stable retail drug prices under national pricing controls.

Counterarguments and the Policy Horizon

Industry representatives have voiced concerns regarding the rigid structure of sales-linked incentive models for heavy infrastructure projects. Broad trade groups have argued that capital-intensive sectors like fermentation-based API manufacturing require upfront capital support or capital-expenditure-linked milestones to offset high initial utility and land development costs.
However, health policy analysts support the government’s stance on maintaining strict performance benchmarks. Disbursing public funds only upon validated commercial sales ensures fiscal discipline and guarantees that incentives reward operational, market-ready productivity rather than non-operational infrastructure.
To address the execution lag without compromising accountability, public health experts advocate for streamlined administrative pathways, including dedicated green-channel environmental clearances and common utility infrastructure in designated bulk drug industrial parks.
As project commissioned under the Bulk Drug PLI complete their validation runs and enter commercial production over the coming financial cycles, incentive disbursements are expected to pick up pace—bringing India closer to end-to-end pharmaceutical self-reliance.
