NEW DELHI — In a comprehensive move to curb food adulteration and enforce strict quality standards across the nation, the Government of India has unveiled an expanded, multi-layered food safety enforcement matrix. Announced on August 7, 2026, by Shri Prataprao Jadhav, Union Minister of State for Health and Family Welfare, in a written reply to the Lok Sabha, the initiative integrates advanced laboratory networks, rapid-response mobile testing units, stringent regulatory oversight, and grass-roots consumer literacy campaigns to safeguard public health.
The strategic push comes at a crucial junction for public health in India, addressing growing risks associated with chemical contaminants, heavy metals, microbial pathogens, and synthetic adulterants commonly found in everyday food items.
Expanding the Analytical Safety Net
Central to this enforcement strategy is a robust national laboratory ecosystem designed to provide rapid, high-precision detection of sub-standard or toxic food products. The Food Safety and Standards Authority of India (FSSAI) has formally notified a network comprising:

259 NABL-Accredited Laboratories: Operating across State/UT Governments, central institutions, and accredited private facilities to process routine and surveillance samples.

24 Referral Food Laboratories: Designated specialized institutions to analyze appeal samples and resolve high-stakes legal or regulatory disputes.

305 Mobile Food Testing Laboratories: Popularly known as Food Safety on Wheels (FSW), these units deliver on-the-spot testing, rapid-test distribution, and educational outreach directly to remote, rural, and underserved regions.
To ensure state-level facilities match international analytical capabilities, the government implemented the SoFTeL scheme (Strengthening of Food Testing System in the Country including provision of Mobile Food Testing Labs). Under SoFTeL, 47 State Food Testing Laboratories have undergone comprehensive structural and technological upgrades, equipping them with advanced microbiology setups and high-resolution instrumentation capable of detecting trace-level contaminants, pesticide residues, and industrial dye adulterants.
Federal Enforcement and Regulatory Coordination
While FSSAI establishes science-based parameters under the Food Safety and Standards (FSS) Act, 2006, practical enforcement remains a shared responsibility. Approximately 98% of Food Business Operators (FBOs) in India fall under the direct jurisdiction of State and Union Territory Food Safety Authorities.

Public Health Implications: The Threat of Adulteration
Food adulteration poses severe short- and long-term biological risks. Microbial contamination can cause acute gastroenteritis and systemic infections, while synthetic chemicals—such as urea, detergent, or starch in milk, and metanil yellow in turmeric—can cause cumulative hepato-renal toxicity, neurotoxicity, and elevated metabolic risk over prolonged exposure.

Recognizing that regulatory checks must be complemented by consumer vigilance, FSSAI has integrated nationwide public awareness drives into its core mandate.
Household Literacy: The DART Book
FSSAI’s Detect Adulteration with Rapid Test (DART) manual offers 44 simplified tests that citizens can perform at home using everyday solutions like clean water or tincture of iodine. The guide utilizes visual illustrations to help families evaluate spices, dairy, sugars, and oils for purity without complex equipment.
School-Level Outreach: The Food Safety Magic Box
Designed for educational institutions, the Food Safety Magic Box is a self-contained pedagogical kit containing rapid-testing reagents for seven primary food commodities. The kit introduces students to practical science while instilling lifelong habits of food safety awareness.
