NEW DELHI — In a move to solidify India’s reputation as a global pharmaceutical powerhouse, the Department of Pharmaceuticals has reached a critical milestone in its Revised Pharmaceutical Technology Upgradation Assistance (RPTUA) scheme. As of early 2026, the government has sanctioned ₹248.20 crore in grant-in-aid to 255 pharmaceutical companies, marking a systemic shift toward higher safety standards and manufacturing excellence. The initiative aims to transition domestic drug makers toward rigorous international benchmarks, ensuring that the medicines reaching consumers—both locally and globally—meet the highest possible quality criteria.
Bridging the Quality Gap: From Compliance to Excellence
For decades, India has been a primary source of affordable generic medicines. However, as global regulatory landscapes evolve, the “Revised Schedule M” of the Drugs Rules (1945) and the World Health Organization’s Good Manufacturing Practices (WHO-GMP) have become the non-negotiable gold standards for safety.
The RPTUA scheme, launched in March 2024 with a financial outlay of ₹300.10 crore, acts as a financial bridge for small and medium-sized enterprises (SMEs) that often struggle with the high costs of upgrading laboratory equipment, sterile manufacturing environments, and digital tracking systems.
The Incentive Structure
To ensure equitable growth, the scheme offers tiered incentives based on a company’s average turnover:

Expert Perspectives: Why it Matters to the Patient
While the “alphabet soup” of regulatory terms like GMP and Schedule M might seem relevant only to industry insiders, experts say the implications for public health are profound.
“When a manufacturing facility upgrades its technology, it isn’t just about faster production; it’s about reducing the margin of human error,” says Dr. Ananya Sharma, a public health policy consultant not affiliated with the Department of Pharmaceuticals. “For the average patient, this means a lower risk of impurities, more consistent dosage in every tablet, and better stability of the medicine over its shelf life.”
Industry analysts note that these upgrades are essential to prevent “spurious” or sub-standard drugs from entering the supply chain. By aligning local factories with WHO-GMP standards, the scheme ensures that a tablet manufactured in a small unit in Tamil Nadu—where five units have already received ₹5.92 crore in aid—is theoretically as safe as one produced by a multi-national giant.
The Broader Context: Self-Reliance and the PLI Push
The RPTUA scheme does not exist in a vacuum. It is the third pillar in a strategy to make India “Atmanirbhar” (self-reliant) in healthcare. Two other major initiatives, the Production Linked Incentive (PLI) schemes, are working in tandem to secure the supply chain:

“We are moving from being a volume-driven industry to a value-and-quality-driven one,” notes a senior official from the Scheme Steering Committee. As of late December 2025, the committee has already approved the disbursement of ₹18.25 crore to the first 19 companies that successfully completed their technological overhauls.
Limitations and the Road Ahead
Despite the progress, the road to 100% compliance is not without hurdles. Some industry advocates argue that for the smallest units (turnover under ₹5 crore), even a 20% incentive may not be enough to cover the massive capital expenditure required for full WHO-GMP compliance.
Furthermore, technology is only half the battle. “Hardware upgrades must be matched by software upgrades—specifically, the training of personnel,” adds Dr. Sharma. “A high-tech lab is only as good as the technician operating it.”
Public health watchdogs also emphasize that “certification” must be followed by “continuous monitoring.” The RPTUA scheme requires certification by drug regulatory authorities before funds are released, but maintaining these standards post-disbursement remains a logistical challenge for India’s vast regulatory network.
