Senior Vascular Surgeon Faces Multiple Charges

A respected vascular surgeon from Truro, Cornwall, has appeared in court facing serious allegations that have drawn national attention. Neil Hopper, 49, who previously performed hundreds of amputation surgeries at Royal Cornwall Hospitals NHS Trust, has been charged with two counts of fraud and one count of encouraging grievous bodily harm after his own legs were removed below the knees.

Alleged Insurance Fraud and Encouragement of Harm

The prosecution claims that Hopper made false declarations to insurers about the cause of his leg injuries. Investigators allege that between June 3 and June 26, 2019, Hopper falsely stated his legs were amputated as a result of sepsis and were not self-inflicted, intending to gain financially from insurance claims.

Additionally, between August 21, 2018, and December 4, 2020, Hopper is accused of buying videos from a website known as “The Eunuch Maker” that depicted extreme body modifications, including limb removals. Authorities further allege that he encouraged another individual, Marius Gustavson, to remove body parts from third parties — potentially amounting to encouragement or assistance in grievous bodily harm.

Court Proceedings and Hospital Trust Statement

Hopper was remanded into custody after appearing before magistrates in Bodmin on July 23, 2025. He did not enter any pleas during the 40-minute hearing. He is scheduled to appear next at Truro Crown Court on August 26. Hopper was remanded in custody both for his own protection and due to the nature of the charges against him.

The Royal Cornwall Hospitals NHS Trust, where Hopper was employed from 2013 until his suspension in March 2023, emphasized that the charges “do not relate to Mr Hopper’s professional conduct and there has been no evidence to suggest any risk to patients.” The trust is actively supporting Devon and Cornwall Police in their investigation and has urged any former patients with questions or concerns to contact the Patient Experience team.

Regulatory Response

Since his initial arrest, the General Medical Council imposed restrictions on Hopper’s medical practice in April 2023. He was fully suspended from the medical register by December 2023.
