The Department of Health & Family Welfare, Government of India, provides technical and financial support to the States/UTs under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), as part of the National Health Mission (NHM), based on the proposals received from the States/UTs and subject to the resource envelope. Cancer is an integral part of NPCDCS. The programme focuses on strengthening infrastructure, human resource development, health promotion & awareness generation for Cancer prevention, early diagnosis, management and referral to an appropriate level of the healthcare facility for treatment of the Non-Communicable Diseases (NCDs), including Cancer. Under NPCDCS, 708 District NCD Clinics, 301 District Day Care Centres, and 5671 Community Health Center NCD Clinics have been set up.
The Department of Health & Family Welfare, Government of India implements the “Strengthening of Tertiary Cancer Care Centres Facilities Scheme” to assist States/UTs in setting up of State Cancer Institutes (SCI) and Tertiary Care Cancer Centres (TCCC) in different parts of the country in order to enhance the facilities for tertiary care of cancer.19 State Cancer Institutes (SCIs) and 20 Tertiary Care Cancer Centres (TCCCs) have been approved under the said scheme. The State/UT wise list of approved SCIs/TCCCs is at Annexure-1.
There is also a focus on Oncology in its various aspects in the case of existing and new AIIMS and many Institutions approved for upgradation under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY). The details are attached in Annexure 2. National Cancer Institute at Jhajjar (Haryana) and the second campus of Chittaranjan National Cancer Institute, Kolkata also steps in this direction.
The Department of Atomic Energy has established cancer centres in Kharghar, Varanasi (two), Guwahati, Sangrur, Visakhapatnam, New Chandigarh and Muzaffarpur. The Tata Memorial Hospital in Mumbai is also providing services for cancer care.
