LONDON — The United Kingdom has committed a record £1 billion (approximately $1.35 billion) to establish a new National Biosecurity Centre, marking a significant step in fortifying the nation’s defenses against future pandemics and high-risk animal diseases.
The facility, set for full operation by 2033/34, will be located in Weybridge, Surrey—an area already home to high-containment animal health laboratories. The investment will fund the next phase of development for a state-of-the-art scientific campus, which will serve as the UK’s premier animal biosecurity facility and form part of a broader network of government laboratories dedicated to public health and biological security.
British Environment Secretary Steve Reed emphasized the importance of the project, stating, “Farmers and food producers will now be better protected from diseases, our food security strengthened, and public health better safeguarded against future pandemics.” The new centre is a core element of the government’s forthcoming National Security Strategy, which aims to address not only natural biological threats but also those posed by hostile actors.
The initiative responds to warnings from the National Audit Office, which found the UK was inadequately prepared for a major animal disease outbreak. Diseases such as avian influenza (bird flu), bluetongue, and African swine fever pose significant risks to agriculture, food safety, and public health. Officials note that about 60% of all known infectious diseases in humans can be transmitted from animals, with three-quarters of newly emerging infectious diseases originating from animal sources.
The investment will modernize and expand the country’s detection, surveillance, and control capabilities for high-risk animal diseases, as well as enhance the UK’s ability to manage concurrent disease outbreaks.
