In a significant policy update, the Tamil Nadu Directorate of Medical Education and Research (DMER) has announced that in-service doctors seeking admission to super-speciality (NEET SS) courses in government medical colleges must commit to serving the state government until their retirement-or face a hefty penalty of ₹50 lakh.

Key Highlights of the Policy

  • Mandatory Bond:
    At the time of admission, in-service candidates are required to sign a bond worth ₹50 lakh, pledging to serve the Tamil Nadu government until superannuation (retirement).

  • Surety Requirement:
    The bond must be backed by three sureties:

    • Two from permanent government employees of the same or higher rank than the candidate

    • One from the candidate’s spouse or parent
      PAN numbers of all sureties must be provided.

  • Penalty Clause:
    If a candidate fails to fulfill the service commitment, the ₹50 lakh bond will be invoked as a penalty.

  • Bond Waiver:
    The bond becomes void if the candidate completes the required government service until retirement.

Rationale Behind the Policy

The DMER prospectus explains that the government invests substantial resources in medical education, including super-speciality training, while charging only nominal fees and providing stipends or salaries to candidates. The policy aims to ensure that these highly trained specialists serve the state’s healthcare system, particularly benefiting the poor and needy.

“The public have the right to expect the Specialists to utilize the skills they acquired during their training for the benefit of the sick, the poor, and the needy. To ensure that the services of trained Post Graduate Doctors are made available, an Undertaking is obtained from them at the time of their admission,” the prospectus states.

Background and Context

Tamil Nadu has a history of implementing service bonds for medical graduates and postgraduates. Recently, the state set penalties of ₹40 lakh for MD/MS/MDS doctors and ₹20 lakh for PG Diploma holders who leave their bond service midway. The latest policy for NEET SS admissions marks a further step to retain highly skilled doctors in the state’s public health system.

Admission Process

The new bond policy is detailed in the 2024 NEET SS prospectus for in-service candidates, which also outlines eligibility, application procedures, counselling, tuition fees, and selection criteria. The application process for these super-speciality courses is currently open.
