Chennai, June 2025 – The Tamil Nadu Directorate of Medical Education and Research (DME) has announced stringent new bond conditions for students admitted to MBBS and BDS courses in government and select private medical and dental colleges for the 2025-2026 academic year.

Under the updated rules, students will be required to serve in rural areas of the state for a minimum of five years after registering as medical practitioners. The government retains the right to demand this service within two years of a candidate’s registration. If a student fails to fulfill this obligation, they will be liable to pay a penalty of ₹5,00,000 (Rupees Five Lakh Only) or as otherwise specified by the government.

The bond agreement, which must be submitted at the time of admission, also addresses students who leave the course after the cut-off date set by the National Medical Commission (NMC) or Dental Council of India (DCI). For any discontinuation on or after this cut-off date, a hefty penalty of ₹10,00,000 (Rupees Ten Lakh Only) will be imposed.

Key Points from the New Bond Agreement:

  • Mandatory Rural Service: Five years of service in rural areas as designated by the government, to be completed within two years of registration as a medical practitioner.

  • Penalty for Non-Compliance: ₹5 lakh penalty for failing to fulfill the rural service obligation.

  • Course Discontinuation Penalty: ₹10 lakh penalty for leaving the course after the official cut-off date.

  • Recovery of Penalties: Any unpaid penalties will be recovered as arrears of land revenue.

  • Dispute Resolution: Disputes related to the agreement will be referred to the Director of Medical Education for arbitration, whose decision will be final.

The pay and service conditions for candidates during their bond period will be governed by existing government rules and orders.

Background and Rationale

According to the DME, these measures are designed to ensure that students who benefit from subsidized government medical education contribute to public health in underserved areas. Similar rules were in place last year, but the government has reiterated and clarified the penalties for the current admission cycle.
