New Delhi: In a significant directive aimed at public safety, the Supreme Court has mandated the removal of all stray dogs from the streets of the Delhi-National Capital Region (NCR) and their placement in designated shelters. The order comes in response to a suo motu case initiated by the court on July 28 following a rise in stray dog bite incidents leading to rabies.
The court has instructed authorities, including the Delhi government and municipal bodies of Gurugram, Noida, and Ghaziabad, to take immediate action. The directive outlines several key measures to be implemented to ensure compliance:
- Shelter Infrastructure: The newly established shelters must be adequately staffed to carry out sterilization and immunization programs.
- Surveillance: All shelters are to be equipped with CCTV cameras to prevent the unauthorized release of dogs back onto the streets.
- Phased Implementation: Authorities are tasked with creating shelters for approximately 5,000 dogs within the next six to eight weeks.
- Dedicated Teams: A special “force” will be created to capture stray dogs from all localities, with a particular focus on vulnerable and peripheral areas.
- Public Reporting: A helpline must be established within a week to allow the public to report dog bite incidents. Upon receiving a complaint, the dog responsible must be caught within four hours.
- Rabies Prevention: The court has also ordered that victims of dog bites be informed about available medical facilities and the stock of rabies vaccines, with a detailed public information campaign on locations and availability.
The court has warned that it will initiate strict action and contempt proceedings against any individual or organization that obstructs the process of dog removal and placement in shelters. Authorities are also required to maintain a daily record of dogs captured and housed, which must be submitted at the next court hearing.
