New Delhi, May 23, 2025 — In a landmark move to enhance transparency and fairness in postgraduate medical admissions, the Supreme Court of India has directed examination authorities to publicly release the raw scores, answer keys, and the normalisation formula for the NEET-PG exam. The decision, delivered by a bench comprising Justice JB Pardiwala and Justice JR Mahadevan, aims to restore trust in the high-stakes examination process and curb malpractices such as seat-blocking.

Key Directives for Transparent Counselling

The Supreme Court’s detailed judgment goes beyond just publishing exam data. The court issued a comprehensive 10-point checklist to overhaul the medical counselling process:

  1. Synchronised Counselling Calendar: All India and State quota counselling will now follow a unified schedule.

  2. Pre-Counselling Fee Disclosure: Private and deemed universities must disclose all fees before counselling begins.

  3. Centralised Fee Regulation: The National Medical Commission (NMC) will oversee a common framework for regulating fees.

  4. More Seat-Upgrade Opportunities: Candidates will have additional chances to upgrade seats after Round 2.

  5. Aadhaar-Based Seat Tracking: This will prevent candidates from securing multiple seats through dual allotments.

  6. Strict Penalties for Seat Blocking: Offenders face seat forfeiture, blacklisting of colleges, and candidate debarment.

  7. Disciplinary Action: Officials violating counselling rules will face strict consequences.

  8. Uniform Code of Conduct: All counselling bodies must adhere to a national code of conduct.

  9. Third-Party Audits: Independent audits will ensure data transparency and integrity.

  10. Data Transparency: All relevant information regarding the process will be made public.

Background: Addressing Systemic Flaws

The Supreme Court’s intervention follows a 2017–18 case where two NEET-PG candidates lost out on preferred MD Radiology seats due to alleged manipulations and seat-blocking. Though the Delhi High Court initially awarded compensation to the affected students, the Supreme Court later ruled the compensation “excessive and arbitrary” while acknowledging the need for systemic reforms. The students involved have since completed their courses, but the judgment is expected to benefit future aspirants.

What This Means for Students

The Supreme Court’s ruling comes amid heightened concerns about transparency in NEET-PG, especially following the introduction of a two-shift exam pattern and a new normalisation method last year. With NEET-PG 2025 scheduled for June 15, the court’s directives are poised to make the process more merit-based and transparent, addressing long-standing demands from candidates.

If implemented effectively, these reforms could significantly improve the credibility of postgraduate medical admissions in India, ensuring fairer opportunities for all aspirants.
