New Delhi, July 26, 2025: The Supreme Court of India has taken a decisive step to address the surging rates of student suicides in the country by issuing a comprehensive 12-point guideline to all educational institutions. This move comes after the apex court described the sharp rise in student suicides as a sign of “systemic failure,” calling for urgent reforms to safeguard the psychological well-being of students.

According to data from the National Crime Records Bureau (NCRB), India witnessed a staggering 1,70,924 suicides in 2022, out of which approximately 13,044—or 7.6%—were students. The court noted that 2,248 of these tragedies were directly linked to examination failures. A disturbing trend spanning the past two decades reveals that student suicides have nearly tripled, climbing from 5,425 in 2001 to over 13,000 in 2022, spotlighting the mounting academic and societal pressures faced by Indian youth.

“The continued loss of young lives, often due to preventable causes rooted in unattended psychological distress, academic overburden, social stigma, and institutional insensitivity, reflect a systemic failure that cannot be ignored,” the Supreme Court bench remarked.

Key Guidelines Issued by the Supreme Court

  • Dedicated Mentors/Counsellors: Institutions must appoint qualified mentors or counsellors to smaller student groups, especially during exams and academic transitions, offering consistent, informal, and confidential support.

  • Mental Health Training: Teaching and non-teaching staff are required to undergo mental health training at least twice a year, focusing on psychological first aid, response to self-harm, recognizing emotional distress, and referral protocols. These sessions must be led by certified mental health professionals.

  • Support for Vulnerable Students: Special emphasis is placed on sensitively engaging with students from marginalized and vulnerable backgrounds to create an inclusive, discrimination-free environment.

  • Internal Committees: Schools and colleges are directed to establish internal committees for issues related to sexual harassment, student grievances, ragging, and psycho-social support.

  • Curriculum Reform: Mental health education, life skills, and emotional regulation must be integrated into student programs.

  • Wellness Records: Institutions are instructed to maintain anonymous wellness records for all students.

The Supreme Court’s intervention comes amid widespread concerns regarding the adequacy of support systems within educational environments and calls for a transformative approach to student welfare.
