New Delhi: Union Health Minister J P Nadda voiced strong concerns on Monday regarding the under-utilization of allocated health funds by states, urging them to prioritize improvements in healthcare infrastructure.

During a session at the 17th Civil Services Day celebrations, Nadda criticized the situation, stating, “I will not allow this narrative to continue that there’s no money or capacity to spend it. Utilization certificates are not even submitted for funds already given.” He cited an instance where allocated funds remained unspent for three years due to repeated tendering and delays in equipment procurement.

Nadda emphasized that effective implementation is crucial, particularly for large-scale health coverage programs like Ayushman Bharat. He stressed the importance of accountability and coordination across all administrative levels, noting the reduction in out-of-pocket health expenditure from 62% to 39% as a positive outcome for citizens.

The Health Minister also highlighted the need for administrative reform within the health sector, pointing out that many officials lack adequate training and decision-making skills. He urged for capacity building and support for these officials. Nadda also noted that many district-level administrators are not familiar with the Program Implementation Plan (PIP) under the National Health Mission (NHM), which is essential for planning and executing healthcare initiatives. He urged IAS officers to take ownership of the PIP and involve district officials in planning.

Nadda reiterated the government’s long-term vision for Ayushman Bharat, including the PM-JAY insurance scheme and Ayushman Arogya Mandirs, emphasizing their focus on geriatric care and early screening for non-communicable diseases. He advocated for preventive healthcare, suggesting that everyone should undergo screenings for hypertension, diabetes, oral and cervical cancer, and mental and dental health by the age of 30 at Arogya Mandirs.
