Mumbai, May 29, 2025 — In a significant relief for thousands of medical graduates, the Maharashtra Government has temporarily suspended the mandatory one-year government bond service requirement for MBBS graduates seeking admission to postgraduate (PG) medical courses.
Background: The Bond Service Rule
Since a 2017 Government Resolution (GR), MBBS graduates in Maharashtra have been required to complete a year of compulsory government service—often in remote healthcare facilities—before being eligible to enroll in PG courses such as MD, MS, or PG Diploma programs. The rule aimed to address doctor shortages in underserved areas but has faced criticism for causing delays in academic and career progression.
New Developments
On Thursday, the State Medical Education Department issued an order staying the 2017 requirement, stating that the bond service completion before PG admission is now “put on hold till further orders.” This move comes after months of confusion and appeals from recent MBBS graduates, particularly those from the 2019–2020 batch, who were unsure about their eligibility for upcoming PG entrance exams due to pending bond service placements.
Student Concerns and Advocacy
The Association of State Medical Interns (ASMI) Maharashtra, representing the 2019 batch, had recently written to the Director of Medical Education, seeking clarity and requesting that only the conditions specified in their original bond agreements be enforced. They highlighted that while approximately 4,150 MBBS students graduate each year in Maharashtra, there are not enough government postings available for bond service, leading to indefinite waiting periods and academic delays.
Current Policy
With the new order, MBBS graduates can now enroll in PG medical courses without having to first complete their bond service. However, those attempting the PG entrance test for the third time are still required to fulfill their bond tenure before reapplying.
Dr. Zeeshan Bagwan, ASMI regional coordinator, welcomed the move, stating, “This is a welcome step, but we urge the government to consult with ASMI before issuing a final government resolution on the matter.”
