New Delhi, June 4, 2025:
The National Medical Commission (NMC) has formally sought clarification from DY Patil Medical College, Pune, following allegations that the institution’s Dean is practising without a valid license from the Maharashtra Medical Council (MMC). The issue, which raises questions about regulatory compliance and academic leadership in medical education, has prompted a swift response from the authorities.
Allegations and NMC’s Response
The matter came to light after Dr. Dwivedi filed a complaint with the Postgraduate Medical Education Board (PGMEB) of the NMC. The complaint alleges that the current Dean, Dr. Arcot—previously Dean at Apollo Jubilee Hills, Telangana—holds registration only with the Tamil Nadu Medical Council (TNMC). According to the complaint, this registration does not permit medical practice or academic leadership in Maharashtra, as per the Maharashtra Medical Council Act, 1956.
In a letter dated May 23, 2025, the PGMEB directed DY Patil Medical College to provide comments and remarks on the issue within seven days. The NMC’s letter referenced the alleged violation of stipulated laws and norms, including the MMC Act, which mandates state-specific registration for all practising doctors in Maharashtra.
Details of the Complaint
Dr. Dwivedi’s complaint accuses the medical college of negligence in appointing a Dean without valid state registration. He cited Section 26 of the MMC Act, which requires all doctors practising in Maharashtra to be registered with the MMC. The complaint further alleges that employing a Dean without proper registration constitutes “fraud by institution” and “medical negligence,” referencing Supreme Court observations and UGC norms for academic leadership.
Among the actions demanded by the complainant are:
-
Immediate suspension of the Dean
-
Filing of an FIR against the college management under IPC Sections 417 (Cheating) and 188 (Disobeying Public Order)
-
Imposition of a ₹5 crore penalty on the college via consumer court
-
Criminal prosecution and possible disaffiliation by the UGC and Maharashtra Higher Education Department
-
Sealing of the Dean’s office until compliance
-
Compensation for affected students
-
Declaration of all orders passed by the Dean as null and void
Next Steps
The NMC has requested DY Patil Medical College to respond to the allegations and clarify the Dean’s registration status. The outcome of this inquiry could have significant implications for the institution, its students, and the broader medical education community in Maharashtra.
Background
The case highlights ongoing concerns about compliance with state medical council regulations and the importance of verified credentials for academic leadership in medical institutions. The NMC and other regulatory bodies have reiterated the need for strict adherence to these norms to ensure the safety and quality of medical education and healthcare delivery.
