The National Medical Commission (NMC) has announced a new three-tier grievance redressal mechanism aimed at addressing the growing number of complaints from medical students across India. The system, detailed in an official advisory, is designed to resolve issues at the college, university, and state medical education department levels before escalating to the NMC itself.

The NMC has been receiving a diverse range of grievances from students, parents, and other stakeholders, including concerns over high fees, delayed or unpaid stipends, harassment or ragging, internship challenges, faculty and staff issues, disciplinary actions, health and safety concerns, and academic matters such as curriculum, attendance, and assessments. The advisory emphasizes that most of these problems can and should be resolved at the institutional or university level.

“All-out efforts are to be made by the stakeholders for effective and speedy resolutions of the grievances of the students/stakeholders, with an endeavour that all the grievances are attended to at the levels from where the grievances emanate,” the NMC stated in its notice.

Under the new structure:

  • Complaints must first be submitted to the medical college or institution.

  • If unresolved, the issue can be escalated to the university’s grievance redressal committee.

  • If still not addressed, the matter should be taken up with the Directorate of Medical Education or the state’s health and medical education department.

Only if the grievance remains unresolved after these steps should it be brought to the NMC for intervention. To streamline the process, the NMC has also launched a web portal where students and stakeholders can report unresolved complaints directly. The advisory mandates that all three levels of grievance committees publish their details and the portal link on their respective websites, ensuring transparency and accessibility.

This move comes amid ongoing concerns about stipend payments and other systemic issues in medical education. Recent protests, such as the suspension of 64 MBBS interns in Telangana over unpaid stipends, have highlighted the urgency of an effective grievance mechanism. The NMC’s new framework aims to ensure timely resolution and accountability at every level, improving the educational environment for medical students nationwide.
