New Delhi, April 22, 2025: In a significant move for foreign medical graduates (FMGs), the National Medical Commission (NMC) has reopened the application window for obtaining the mandatory Eligibility Certificate. This certificate is a prerequisite for FMGs to appear for the Foreign Medical Graduates Examination (FMGE) screening test, required for practicing medicine in India.
The decision was announced by the Ethics and Medical Registration Board (EMRB) of the NMC. This follows a public notice issued on March 6, 2025, where the EMRB had indicated its intention to provide an additional opportunity for candidates who faced technical difficulties during the previous application period.
Recognizing the importance of this certificate for the career progression of FMGs, the EMRB decided to reopen the portal. Aspiring candidates who were previously unable to apply can now submit their applications starting today, April 22, 2025. The application window will remain open until 6:00 PM IST on May 6, 2025.
In its official notice, the NMC urged candidates not to delay their submissions. “It is advised that the candidates may not wait for the last date to apply and should submit their applications as early as possible,” the notice stated. It further cautioned applicants to fill out the forms meticulously to prevent delays caused by errors or deficiencies, noting that “the issuance of an Eligibility Certificate involves multiple checks to ascertain eligibility in accordance with the provisions of the regulations in vogue.”
The process of obtaining an Eligibility Certificate has faced challenges in the past. Previously, Union Minister of State for Health, Dr. Bharati Pravin Pawar, had informed the Lok Sabha that delays in issuing these certificates can occur due to the necessary time taken for validating documents submitted by candidates and verifying admission details with foreign medical institutions.
This reopening provides a crucial window for affected FMGs to complete a necessary step towards qualifying to practice medicine in India.
