New Delhi—Major Action in Medical Education Sector Scandal

The National Medical Commission (NMC) has taken stringent action amid an ongoing Central Bureau of Investigation (CBI) probe into a massive inspection bribery scam that has shaken India’s medical education sector. In a decisive move, the NMC has blacklisted four senior doctors—acting as assessors—and has cancelled seat approvals for MBBS and postgraduate courses at six implicated medical colleges for the academic year 2025-2026.

CBI Uncovers Deep-Rooted Malpractice

The CBI initiated its investigation after filing an FIR (No. RC2182025A0014 dated 30-06-2025), naming four senior NMC assessors, several medical colleges, and private individuals. The FIR cited sections of the Prevention of Corruption Act 1988 and the Bharatiya Nyaya Sanhita, 2023. The CBI’s findings revealed an entrenched web of corruption involving Ministry of Health officials, NMC assessors, intermediaries, and medical college administrators. This network enabled substandard colleges to gain recognition using fraudulent means and substantial bribes.

Key Findings and Modus Operandi

Investigations highlighted how a covert unit within the Health Ministry, comprising at least eight officials, was at the heart of the operation. These officials—identified as Poonam Meena, Dharamvir, Piyush Malyan, Anup Jaiswal, Rahul Srivastava, Deepak, Manisha, and Chandan Kumar—were accused of photographing confidential regulatory documents, leaking inspection schedules and assessor identities, and taking bribes through various channels.

The illicit leaks allowed medical colleges to artificially fabricate compliance with NMC standards prior to inspection. These strategies included:

  • Employing or impersonating ghost faculty

  • Admitting fake patients to bolster perceived hospital operations

  • Tampering with biometric attendance to falsify faculty and staff presence

  • Bribing or misleading assessors to submit favorable inspection reports

Such tactics undermined the integrity of inspections and led to undeserved approvals for noncompliant institutions.

NMC’s Response and Broader Impact

In response, the NMC not only blacklisted the four implicated assessors (pending investigation outcomes) but also imposed severe penalties on the six medical colleges involved. These colleges will not have their existing undergraduate and postgraduate seats renewed for 2025-2026. Additionally, any pending or future applications for expanding seats or starting new courses from these institutions have been cancelled. NMC has reaffirmed its commitment to upholding high standards in medical education and urged all colleges to strictly adhere to regulations, emphasizing professionalism and public trust.

“The Commission views such matters very seriously and has decided to blacklist the said 04 Assessors, pending investigation and final verdict in the matter,” stated the NMC in its official notification.

The Bigger Picture

This episode is part of a wider crackdown, with previous sanctions imposed on other colleges and assessors. The ongoing scandal, called India’s largest medical education scam, has drawn nationwide attention and led to calls for greater transparency and integrity in regulatory procedures.
