Thiruvananthapuram, Kerala – The National Human Rights Commission (NHRC) has taken suo motu cognizance of a troubling increase in suicides among tribal communities living on the outskirts of Thiruvananthapuram district in Kerala. According to reports, 23 suicides have already been recorded in 2024. Over the period from 2011 to 2022, an estimated 138 suicides were reported, predominantly in the Peringammala Panchayat. While the past two years saw a relative calm, the tragic pattern appears to have returned, casting a shadow over these vulnerable settlements.

The NHRC has expressed grave concern over the reports, highlighting the potential violation of the right to life and the social, economic, and cultural rights of the Scheduled Tribes in the region. The Commission underscored that the suicides among young individuals from such marginalized communities demand immediate attention from governmental agencies. The state is constitutionally obligated to ensure the safety and security of its citizens, including addressing systemic issues that contribute to such tragedies.

In response, the NHRC has issued notices to Kerala’s Chief Secretary and the Director General of Police, requesting a detailed report within two weeks. The report is expected to include:

  • The status of First Information Reports (FIRs) registered in connection with the incidents.
  • Updates on any arrests made related to these cases.
  • Information on compensation, if provided, to the next of kin of the deceased.
  • Measures taken or proposed to prevent further incidents of this nature.

According to a media report dated December 25, 2024, the majority of those who died by suicide belonged to the 20-30 age group. The report cited significant stress stemming from challenging social conditions, including harassment related to inter-community marriages and relationships. Additionally, the influence of liquor and the reported rise of illicit activities such as sex rackets have been identified by families and tribal activists as contributing factors.

The NHRC’s intervention seeks to prompt immediate and effective action from the state government to address the underlying causes of these deaths. The Commission has emphasized the importance of safeguarding the human rights of the Scheduled Tribes and ensuring that such incidents are not repeated.

The Kerala government now faces the pressing task of investigating and addressing these systemic issues to protect the lives and rights of its tribal communities. The response to the NHRC’s notice is expected to shed light on the state’s efforts to prevent further tragedies in this marginalized population.
