New Delhi, April 15, 2025: Starting from the upcoming academic session (2025-2026), medical students graduating from Delhi’s Guru Gobind Singh Indraprastha University (GGSIPU) will be required to serve a mandatory one-year bond in government medical institutions. This applies to students completing their MBBS, postgraduate (MD/MS), and super-speciality degrees.1

The policy, detailed in the university’s Admission Brochure for 2025-2026, mandates that graduates serve for one year, including the internship period for MBBS students, within medical colleges and hospitals operated by the Government of National Capital Territory (GNCT) of Delhi.2

Failure to complete the mandatory one-year service after graduation will result in the forfeiture of a significant bond amount: Rs 15 lakh for undergraduate (MBBS) students and Rs 20 lakh for postgraduate students.

During their service year, MBBS graduates will be appointed to Junior Resident (JR) positions, while postgraduate degree holders will serve as Senior Residents (SRs). They will receive the standard stipend corresponding to these roles.

The Department of Health & Family Welfare will manage the placement of these graduates, assigning them to vacant JR/SR positions across various GNCT hospitals based on need. Should the requirement for JR/SRs exceed available posts, a Screening Committee chaired by the Dean of Maulana Azad Medical College will assess the situation and manage assignments, considering positions across all GNCTD institutions.

The introduction of the mandatory bond service last year sparked considerable opposition from the medical fraternity. Critics denounced the move, describing it as “draconian” and tantamount to promoting “slavery.”3 Despite the controversy, the policy is now set to be enforced for the incoming batch of medical students at GGSIPU.
