Ranchi, – The Jharkhand government has announced a comprehensive ban on the production, distribution, sale, and storage of gutkha and paan masala containing nicotine and tobacco across the state. This move, aimed at safeguarding public health, particularly the youth, was formalized through a notification issued by the state’s health department.
The ban will be effective for the next year, starting from the date of notification, with the possibility of further extension based on a review of the situation.

The prohibition is enforced under Section 30(2)(A) of the Food Safety and Standards Act, 2006, along with Regulations 2, 3, and 4 of the Food Safety and Standards (Prohibition and Restriction on Sales) Regulation, 2011. The state has directed the relevant departments to widely disseminate this information through the media to ensure public awareness.

Previous Ban and Health Concerns
In 2020, Jharkhand had implemented a ban on 11 brands of gutkha and paan masala, which remained in effect until June 2023. However, the ban was not extended immediately, leading to a lapse of nearly one and a half years. This time, the state has ensured a more comprehensive prohibition covering all forms of paan masala containing nicotine and tobacco, along with gutkha.
Government’s Health Concerns and Justification
State Health Minister Irfan Ansari emphasized the critical need for this ban, particularly in light of rising oral cancer cases. Speaking at a Cancer Day event, he highlighted that approximately 70 out of every 100,000 people in Jharkhand suffer from cancer, with nearly 40-45 of these cases being oral cancer, primarily attributed to tobacco and gutkha consumption.
To ensure effective implementation, the minister has instructed all civil surgeons and relevant officers to enforce strict compliance with the ban.
