Hong Kong, February 11, 2025 – The Hong Kong government has announced plans to ban the possession and use of e-cigarette cartridges in public spaces by mid-2026, as part of its ongoing anti-tobacco campaign. The move was confirmed by Secretary for Health Lo Chung-mau during a televised program on Sunday.

Vaping remains prevalent in Hong Kong despite a 2022 law prohibiting the import, manufacture, and sale of e-cigarettes and heated tobacco products. Lo emphasized the need to further restrict their use, stating, “To protect our young people, we believe it is time to ban the use of e-cigarette cartridges.”

The proposed legislation, which will be presented to the Legislative Council in April, will initially focus on banning vaping in outdoor public areas. Lo explained that a phased approach would help the public adapt before expanding the ban to all locations. Authorities anticipate challenges in enforcing the restriction in indoor areas, hence the decision to start with public spaces.

This policy aligns with Hong Kong’s broader goal of reducing smoking prevalence to 7.8% in 2025, down from 9.1% in 2023. Similar measures have been implemented globally, with the World Health Organization reporting that approximately 35 countries have outlawed the sale of e-cigarettes.

Under existing regulations, individuals found importing e-cigarettes in Hong Kong face severe penalties, including up to seven years in prison and fines reaching HK$2 million (approximately $257,000). Those caught selling or manufacturing the products risk six months of imprisonment.

Authorities have also expressed concerns about the illicit use of e-cigarette cartridges, noting their role in recreational drug consumption. Recent crackdowns have targeted the rising use of etomidate, an anesthetic known as “space oil,” which is often inhaled through vaping devices.

Additionally, the government will propose a ban on non-menthol flavored cigarettes in April, as part of its broader strategy to curb tobacco use.
