Shimla, Himachal Pradesh – In a groundbreaking shift in its approach to drug abuse, the Himachal Pradesh police have announced a new policy that prioritizes rehabilitation over criminalization for individuals caught with small quantities of narcotics. This significant change aims to address the alarming rise in drug abuse cases across the state, reflecting a troubling trend in substance use among its residents.

The decision was unveiled by the state’s police chief during a press conference on Thursday, as he detailed the new strategy to combat the escalating drug problem. Under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, the number of cases has surged dramatically, increasing from 644 in 2014 to a staggering 2,147 in 2023. Authorities have recognized that punitive measures alone have failed to curb this growing crisis, leading to the urgent need for a more compassionate approach.

Director General of Police Atul Verma emphasized that the new policy will leverage Section 64 A of the NDPS Act, which provides immunity from prosecution for drug addicts seeking medical treatment. This provision, previously underutilized in the state, is expected to facilitate access to necessary support and rehabilitation services for those struggling with addiction.

To oversee the implementation of this initiative, three commandants and Inspector General of the Northern Range, Abhishek Dhullar, will be appointed. Their focus will be on developing a framework that encourages individuals caught with small amounts of drugs to seek help rather than face criminal charges.

The move has been welcomed by various stakeholders, including healthcare professionals and addiction support groups, who have long advocated for a shift in the perception of drug addiction as a health issue rather than a criminal one. The policy aims not only to reduce the stigma associated with drug use but also to provide a pathway for recovery and reintegration into society.

As Himachal Pradesh embarks on this new chapter in its fight against drug abuse, the emphasis on rehabilitation is a promising step towards addressing the complexities of addiction and supporting individuals in their journey to recovery.
