In a significant step toward strengthening healthcare for senior citizens, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has announced the launch of a comprehensive palliative care initiative across the state. The program, revealed during a recent Health Department meeting, aims to provide medical services directly at the doorsteps of elderly residents, with a particular focus on home-based care.

ASHA workers and Community Health Officers (CHOs) will identify eligible elderly beneficiaries throughout the state.

Beneficiaries will receive home visits from a team comprising a medical officer and a physiotherapist from Aadarsh Swasthya Sansthan, who will develop personalized treatment plans.

The identification and planning phase is expected to be completed within three months of the program’s launch.

In addition to the palliative care rollout, the Chief Minister also announced the establishment of 49 new dialysis centers across Himachal Pradesh, with a total budget allocation of Rs 41.62 crores.

The state government’s approach draws inspiration from Kerala’s renowned community-based palliative care model, which emphasizes holistic, home-based support and strong community involvement. Senior health officials from Himachal Pradesh, including Health Minister Dhani Ram Shandil, recently visited Kerala to study best practices and explore how similar frameworks could be adapted for Himachal’s unique needs.
Currently, palliative care services in Himachal Pradesh are offered at four district hospitals and three medical colleges, with ongoing efforts to expand training for medical officers, CHOs, and ASHA workers through partnerships with organizations like Pallium India and the National Health Mission.
Addressing a Growing Need
The move comes amid a rising elderly population and an increase in chronic illnesses such as cancer in the state. Health officials have highlighted the importance of early identification and community engagement to ensure that patients receive comprehensive care, including physical, psychological, and social support.
“The visit aims to develop a customised palliative care framework for Himachal and integrate similar practices into its healthcare system,” said Health Minister Dhani Ram Shandil.
