Chandigarh: The Haryana government has mandated that students admitted to MBBS courses in government medical colleges must serve the state for five years post-graduation. Those who decline this service will face a penalty of Rs 23,19,381 for female students and Rs 25,77,090 for male students. For students at the Government Aided Medical College (MAMC, Agroha), the penalty is Rs 21,90,000 for males and Rs 19,71,000 for females.

The policy, formalized on December 21, 2022, aims to encourage doctors to work in government service, addressing the shortage of medical professionals and enhancing healthcare quality in Haryana. It applies to students admitted to government medical colleges from the 2020-2021 academic session and to MAMC, Agroha, from 2022-2023 onwards, excluding NRI quota students.

The “Service Incentive Bond” deducts the total annual fee from a base of Rs 30 lakh, with a 10% concession for female candidates. The course fee is Rs 4,22,910 for government medical colleges and Rs 8,10,000 for the aided college.

Key Features of the Bond

  • Functions as a collateral-free education loan.

  • Graduates can opt for government service, pay the bond amount in full, or in installments.

  • A tripartite bond will be signed between the student, bank, and the government.

  • The loan interest rate is linked to the REPO Linked Lending Rate (RLLR).

  • The government repays the bond with interest for those serving in government.

  • A one-year moratorium is provided post-MBBS.

  • Contractual service positions will be offered within one year of completion.

  • Candidates can pursue other government jobs; Haryana will repay the loan until the bond period ends or total repayment is reached.

  • No salary deductions are made for those serving the government.

  • The government will repay the loan even if employment is not secured within one year.

  • The bond amount is only repayable if government service is declined.

  • Post-graduation periods are deducted from the bond period.

  • Original degrees are awarded upon completion of the bond service.

Graduates can pursue further studies, with the post-graduation period deducted from the service duration. The policy also details repayment options for candidates in private employment, depending on their income level compared to government medical officers.

The policy allows candidates to pay the bond amount upfront or in installments, waiving the service requirement. Those leaving government service before the bond period ends must repay the remaining loan amount with interest, calculated on a pro-rata basis.

The Department of Medical Education & Research will launch an online portal for policy implementation. The policy is waived in cases of death, insanity, or permanent disability.
