New Delhi, March 25, 2025 — In a major step toward ensuring transparency and uniformity in healthcare billing, the Union Health Ministry is set to introduce a standardised billing format for all hospitals, nursing homes, and diagnostic centres across the country.

The initiative, announced by senior officials of the National Health Authority (NHA), aims to streamline healthcare costs, prevent overcharging, and empower patients with clear, itemised bills. The move is expected to bring much-needed clarity to medical billing practices that have long been criticised for their inconsistency and lack of transparency.

According to officials, the new billing format will include a detailed breakdown of charges such as consultation fees, surgical procedures, bed charges, nursing charges, pharmacy, consumables, diagnostics, and taxes. The standard format will be mandatory for all healthcare institutions, irrespective of their size or ownership.

“Patients often face difficulties in understanding hospital bills due to varied formats and unclear cost heads. This uniform billing structure will not only address these concerns but also help in better insurance claim processing and audits,” an NHA official said.

The format will align with the Health Management Information System (HMIS) and be compatible with insurance systems to facilitate seamless integration. The move is part of the government’s broader strategy to make the healthcare sector more patient-centric, accountable, and digitally streamlined.

Healthcare providers will be given a defined timeline to implement the new system, and training modules will be rolled out to assist hospital staff in adopting the format effectively. Compliance will be monitored, and non-adherence may lead to penalties or regulatory action.

While the initiative has been largely welcomed by patient advocacy groups and insurance providers, some smaller private clinics have expressed concerns about the administrative burden of adapting to the new format.

Nonetheless, the government believes the benefits outweigh the challenges and expects the new billing system to reduce disputes and improve the overall trust between patients and healthcare institutions.
