New Delhi, July 29, 2025 — The Government of India has announced robust measures to reinforce district-level health systems as part of its efforts to build a resilient and responsive healthcare infrastructure across the country. The Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), launched with a substantial outlay of ₹64,180 crore over the period from FY 2021 to 2026, stands at the center of these reforms.

Under this mission, the Union Ministry of Health and Family Welfare has rolled out plans to establish 602 Critical Care Hospital Blocks (CCBs) in districts with populations exceeding 500,000. Each CCB will feature 50 or 100 beds, including intensive care facilities, ensuring that vital and advanced healthcare reaches wider sections of the population in a timely manner.

The mission is embedded within the larger framework of the National Health Mission (NHM), under which the Ministry provides both technical and financial support to States and Union Territories. District-level healthcare expansion is driven through Programme Implementation Plans (PIPs) submitted by state governments, which are then reviewed and approved by the central authorities in accordance with available resources and standardized norms.

A significant stride in the quest for quality healthcare services has been the implementation of the National Quality Assurance Standards (NQAS). Instituted by the Ministry of Health and Family Welfare, NQAS offers a thorough and structured approach to enhancing the quality of care at public health facilities. By focusing on areas such as service delivery, patient rights, resource availability, clinical care, infection control, and quality management, the framework aims to secure better patient outcomes and foster greater public trust in government health services.

The overarching goal of PM-ABHIM is to bolster India’s health system at every level—primary, secondary, and tertiary care. The strengthened health system is expected to improve preparedness and responsiveness to pandemics and other public health emergencies in the future.

Union Minister of State for Health and Family Welfare, Shri Prataprao Jadhav, announced these developments in a written reply to the Rajya Sabha, highlighting the government’s commitment to healthcare excellence and infrastructure enhancement.
