In a significant stride towards achieving universal health coverage, the Indian Government, under the National Health Mission (NHM), has been actively working to provide accessible and affordable healthcare to all citizens. The NHM plays a pivotal role in supporting state governments to enhance health infrastructure, ensure adequate human resources in health facilities, and improve the availability and accessibility of quality healthcare, especially in rural areas, targeting underserved and marginalized communities.
Under the NHM, the Ministry of Health and Family Welfare extends technical and financial support to states and union territories (UTs) to strengthen the public healthcare system. This support is based on proposals submitted in the form of Programme Implementation Plans (PIPs) under the NHM. Once received, the government reviews and approves these proposals through Record of Proceedings (RoPs) in accordance with norms and available resources.

Highlighting the government’s commitment to bolster healthcare infrastructure and services, the Prime Minister launched the PM-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with a substantial outlay of Rs. 64,180 crore. The mission focuses on enhancing capacities across the entire spectrum of healthcare, including primary, secondary, and tertiary levels. This comprehensive approach aims to equip health systems to respond effectively to current and future pandemics and disasters.
Key provisions under the PM-ABHIM include the construction and strengthening of 730 Integrated Public Health Labs (IPHLs), 3382 Block Public Health Units (BPHUs), and 602 Critical Care Blocks (CCBs) during the scheme period. These initiatives are designed to fortify the healthcare infrastructure and enhance preparedness to address public health challenges efficiently.
