New Delhi, May 4, 2025 – The Delhi Medical Council (DMC), the statutory body responsible for regulating the medical profession in the capital, is facing a severe administrative and financial crisis following the resignation of its Registrar earlier this year. The ongoing vacancy in this critical post has brought the Council’s operations to a near standstill, with mounting unpaid dues and essential services at risk.

Mounting Financial Obligations

According to recent reports, the DMC is grappling with financial obligations exceeding ₹2.5 crore. Key pending payments include a ₹30 lakh Goods and Services Tax (GST) challan, monthly rent of ₹17 lakh to the Delhi Metro Rail Corporation (DMRC), and a three-month advance rent payment, overdue since April 1, 2025. The DMRC has threatened to impose a hefty 24% annual interest on delayed payments and has separately demanded ₹72 lakh in interest for overdue rent from November 2019 to July 2021.

The Council is also yet to clear a ₹55 lakh GST appeal filing fee. Employee salaries for March, totaling ₹15 lakh, remain unpaid, alongside overdue payments for TDS, income tax, and provident fund contributions. Additionally, ₹15 lakh is outstanding for an LIC policy covering leave encashment and gratuity.

Operational Disruptions Loom

The DMC’s digital infrastructure faces imminent disruption, with internet lease line charges due by April 28, 2025. Failure to pay could disrupt online services critical to the Council’s functioning. Other outstanding expenses include ₹23 lakh to a vendor, ₹7 lakh for annual maintenance contract renewal, and ₹28.8 lakh in pending development costs.

Administrative Paralysis

The crisis stems from the vacant Registrar position, unfilled since February 2025. Internal disagreements have delayed the appointment of a successor, despite the government’s request for a panel of candidates. Only one name, Dr. Vijay Dhankar, was forwarded to the Delhi government, sparking concerns about vested interests and lobbying within the Council.

A DMC member, speaking anonymously, remarked, “There is lobbying to ensure a specific individual is appointed. The government clearly asked for options. Instead, a single name was sent, which shows vested interests of a few.”

Impact on Medical Professionals

The administrative paralysis has also delayed critical functions such as MBBS internships and the registration of doctors, affecting the broader medical community in Delhi.

Government Scrutiny

The Delhi Health and Family Welfare Department has issued a show-cause notice to the DMC, threatening disciplinary action under the Delhi Medical Council Act, 1997, including possible dissolution of the Council if the situation is not resolved.
