Under the Ayushman Vay Vandana scheme, any Delhi resident aged 70 or older is eligible for a health card, regardless of income or financial status. The card entitles holders to cashless medical treatment at both government and empanelled private hospitals across India, with no exclusions based on pre-existing conditions-a significant departure from most commercial insurance policies.
The ₹10 lakh annual health cover is a joint effort: ₹5 lakh is provided under the central government’s Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), and the Delhi government adds an extra ₹5 lakh top-up. Registration is available at various government offices, including those of MLAs, councillors, DMs, and SDMs, as well as through the Ayushman app. Upon successful registration, beneficiaries receive a personalised health card containing their complete medical history and emergency service details.

At the launch event, over 4,666 cards were distributed from 4,671 applications, reflecting strong initial uptake. Nearly 100 hospitals in Delhi, both public and private, are currently empanelled under the scheme, with efforts underway to expand this network further.
Chief Minister Rekha Gupta emphasised the government’s commitment to ensuring that no eligible senior citizen is left out, stating, “Seniors are the roots of our society, and taking care of their every need is our top priority. The country’s development is only possible when every segment of society receives respect and facilities, and the ‘Vaya Vandana’ card is a strong step in this direction”.
