In a landmark move aimed at addressing the shortage of medical professionals in government hospitals, Delhi’s Guru Gobind Singh Indraprastha University (GGSIPU) has announced the implementation of a compulsory one-year service bond for all MBBS and postgraduate (PG) medical students—including super-specialty (SS) courses—admitted from the academic session 2025–26 onwards. The policy applies to both All India Quota and State Quota students in medical institutions across the National Capital Territory of Delhi.

Key Features of the New Bond Policy

  • Mandatory Service:
    All MBBS and PG (MD/MS/DM/MCh) students must serve for one year in government medical institutions under the Government of NCT of Delhi (GNCTD) after completing their course, including internships.

  • Bond Amounts:

    • MBBS Students: Required to sign a bond worth Rs 15 lakh at the time of admission.

    • PG and SS Students: Required to sign a bond worth Rs 20 lakh at the time of admission.

    • The bond will be forfeited if a student chooses not to undertake the mandatory service period.

  • Designations and Remuneration:

    • MBBS graduates will serve as Junior Residents (JRs).

    • PG and SS graduates will serve as Senior Residents (SRs).

    • All will receive remuneration as per the prevailing government pay structure, with suitable increments for super-specialty graduates.

  • Applicability:
    The policy covers all students admitted to medical colleges in Delhi under both All India and State quotas, including:

    • Vardhman Mahavir Medical College & Safdarjung Hospital (VMMC & SJH)

    • Atal Bihari Vajpayee Institute of Medical Sciences (ABVIMS) & Dr. RML Hospital

    • ESI-PGIMSR, Basaidarapur

    • ESIC Dental College & Hospital, Rohini

    • Army College of Medical Sciences (ACMS), Delhi Cantonment

    • Dr. Baba Saheb Ambedkar Medical College and Hospital

    • Chacha Nehru Bal Chikitsalaya (CNBC)

    • Hindu Rao Hospital & North DMC Medical College

  • Implementation Timeline:
    The policy will be enforced starting with admissions for the 2025–26 academic session.

  • Operational Guidelines:
    A committee chaired by the Dean of Maulana Azad Medical College (MAMC) will oversee the availability and creation of JR/SR posts as required.

  • Transitional Arrangement:
    Students graduating before the policy comes into effect will be offered voluntary JR/SR positions with standard remuneration.

“It is hereby informed to the respective Medical Institutions that one-year Service Bond for All India Quota and State Quota Undergraduate and Postgraduate medical students after completion of their course (including internship period) has been introduced in the Medical institutions in Delhi. Students passing out of the Undergraduate/Post Graduate (including super-speciality courses) are mandatorily required to serve in the Medical institutions under GNCTD of Delhi for a period of one year,” the official notification stated.
