New Delhi, May 10, 2025 – In response to escalating cross-border tensions, the Delhi government has issued a directive mandating all private hospitals and nursing homes in the capital to paint large Red Cross symbols on their rooftops. The order, released by the Directorate General of Health Services (DGHS), is intended to ensure the clear identification of medical facilities and enhance their protection during potential emergencies or military conflicts.

The directive, which follows similar measures adopted in other parts of India, requires immediate compliance from all registered nursing homes and private hospitals. The Red Cross symbol, internationally recognized and protected under the Geneva Conventions, serves to identify medical facilities and safeguard them from accidental targeting during armed conflicts or aerial strikes.

Key Directives for Hospitals

The DGHS order outlines several urgent measures for disaster preparedness and national security:

  • All hospital rooftops must be painted with the Red Cross symbol for easy identification from the air.

  • Hospitals are required to keep an updated list of all surgeons, anesthetists, orthopedicians, and burn specialists, along with their contact details, readily available.

  • The number of ICU beds, operational ventilators, and the status of oxygen supplies must be documented and kept up to date.

  • Hospitals must ensure their generator sets are fully functional and ready for immediate use.

  • Compliance reports, signed and scanned, must be submitted to the authorities by 11:00 AM on May 11, 2025.

The order cites Clause 14 of the Delhi Nursing Homes Registration (Amendment) Rules 2011, which obligates all nursing homes to cooperate and provide essential medical aid during natural calamities, epidemics, or disasters. Hospitals are expressly prohibited from refusing treatment to injured or seriously ill patients under any circumstances.

Context and National Measures

This move comes amid heightened Indo-Pak tensions, with similar precautions being observed in other states such as Madhya Pradesh. There, both government and private hospitals have marked their rooftops with the Red Cross as part of national safety guidelines. The symbol’s use is a precautionary measure to protect critical healthcare infrastructure and is in line with international humanitarian law.

Official Statement

A spokesperson from the DGHS emphasized the urgency of the situation, stating that these measures are mandatory and form part of broader disaster preparedness protocols. The swift implementation is aimed at ensuring that hospitals remain operational and accessible in the event of any emergency.
