New Delhi, June 3, 2025 — Foreign Medical Graduates (FMGs) in Delhi are facing mounting anxiety and uncertainty over their compulsory rotating medical internships (CRMI) following the abrupt dissolution of the Delhi Medical Council (DMC). The council, which has been mired in controversy due to alleged financial irregularities, unlawful appointments, and the absence of a registrar, has left a critical gap in the administration of healthcare regulation in the capital.
Administrative Standstill Hits Healthcare Processes
The DMC’s dissolution has brought several essential regulatory processes to a halt. These include the issuance of No Objection Certificates (NOCs) for doctors seeking opportunities abroad, registration of new MBBS graduates, and, most pressingly for FMGs, the allotment of internships — a mandatory step for medical practice in India.
The situation escalated last month when the Delhi Government initiated proceedings to dissolve the council due to the ongoing irregularities. The DMC’s official website is now offline, seemingly confirming the dissolution and leaving FMGs with no clear authority to approach for their internship allotments.
FMGs Left in the Dark
Many FMGs have expressed frustration over the lack of communication and support from DMC officials. Dr. Kaushal, Media Co-ordinator for the All FMGs Association (AFA), alleged that council staff, reportedly unpaid for two months, have shown little willingness to assist FMGs. “When FMGs visited the DMC to seek updates on their CRMI allotment, the staff told them that they did not want to help,” Dr. Kaushal said.
Dr. Nandhini* (name changed), one of over 250 FMGs awaiting internships, described the atmosphere as one of indifference. “Even when colleges confirmed the availability of internships for FMGs, the officials did not share this information with us until we demanded it,” she said. Scheduled meetings to address grievances were canceled at the last minute, leaving FMGs to seek solutions at the National Medical Commission (NMC) headquarters.
No Clarity on Who Will Allot Internships
With the DMC out of commission, FMGs are left wondering which authority will now handle CRMI allotments. “We did not receive any confirmation from the Delhi Government or the Director General of Health Services (DGHS) regarding who is going to take over the responsibility,” Dr. Nandhini* said.
Even newly-appointed DGHS Dr. Rati Makkar, Health Minister Pankaj Kumar Singh, and Chief Minister Rekha Gupta reportedly had no answers for the stranded graduates. “If they cannot help us, who should we go to? The Prime Minister?” Dr. Nandhini* asked in frustration.
For many FMGs, the urgency is not about stipends but about securing internships in time to be eligible for next year’s NEET-PG examination. “We have to complete our internships on time, because otherwise we won’t be able to appear for NEET-PG next year,” Dr. Nandhini* explained.
Calls for Interim Solutions
Dr. Ashwini Dalmia, President-elect of the Delhi Medical Association and an executive member of the DMC, criticized the Delhi Government for failing to appoint an interim registrar or transfer DMC’s responsibilities to another body. “Won’t these functions come to a grinding halt because of this?” he asked.
Despite the chaos, some progress has been reported. According to sources at the DMC office, 236 FMGs have so far been allotted internships, though many more remain in limbo.
