NEW DELHI – A parliamentary panel has raised a red flag over the sluggish implementation of the central government’s ambitious One Nation One Subscription (ONOS) scheme, revealing that nearly 4,000 eligible institutions are yet to benefit from the program. The scheme, designed to provide unified access to academic and research resources, is a crucial component of the nation’s strategy to bolster its research and education sectors.
The report, issued by the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, highlighted a significant gap between the program’s intended reach and its current rollout. The ONOS scheme, a Central Sector Scheme, has been allocated a substantial budget of Rs 6,000 crore for the 2025-2027 period. However, the committee, chaired by Congress MP Digvijaya Singh, expressed concern that out of 7,008 eligible institutions, a staggering 4,000 have not yet been onboarded.
The panel’s findings also brought to light similar delays in the Anusandhan National Research Foundation (ANRF). The ANRF, established under the ANRF Act of 2023, was found to have utilized none of its budgeted funds in the last financial year, despite having formed its Executive Council.
The committee’s report underscores the urgency for both the ONOS and ANRF schemes to be executed in a timely manner. Both initiatives are seen as pivotal for advancing India’s research and education landscape. The Department of Higher Education has been called upon to provide an update on the measures being taken to broaden the coverage of the ONOS scheme and ensure the efficient utilization of funds for both programs.
