The Central Bureau of Investigation (CBI) has exposed a multi-layered scam in the procurement of mosquito nets intended for public health programs, raising serious concerns about corruption and irregularities in the system. The investigation, prompted by a formal complaint from industry stakeholders, centers on allegations that public sector company Hindustan Insecticides Limited (HIL) procured Long Lasting Insecticidal Nets (LLINs) from shell companies at low prices and subsequently supplied them to government agencies at significantly inflated rates.

The Madras High Court recently directed the CBI to expedite its probe into the alleged scam, which involves contracts awarded by both the Jharkhand government and the Central Medical Survey Services Society (CMSS) in New Delhi. According to the complaint, while the CMSS procured over 40 million LLINs, the Jharkhand government floated a separate tender in 2022 for 48,000 nets. The petitioner, representing a manufacturers’ welfare association, alleges that HIL’s actions resulted in substantial financial losses to the public exchequer and undermined efforts to combat mosquito-borne diseases.

This revelation adds to a pattern of procurement controversies in the mosquito net sector. Previous reports have highlighted issues such as collusion between companies and officials, opaque registration processes, and the exclusion of qualified suppliers, all of which have hampered the distribution of essential mosquito nets to populations at risk of malaria and other vector-borne diseases. Despite the importance of LLINs in public health strategies, procurement delays and alleged malpractices have repeatedly disrupted supply chains, leaving millions without adequate protection.

The CBI’s ongoing investigation is expected to shed further light on the extent of the irregularities and identify those responsible for the alleged fraud. The case underscores the urgent need for transparency and accountability in public procurement processes, especially in sectors critical to public health.
