New Delhi, August 25, 2024 – In a significant move to strengthen India’s Science, Technology, and Innovation (STI) ecosystem, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the continuation and merger of three key science and technology schemes under a unified central sector scheme named ‘Vigyan Dhara.’ The Department of Science and Technology (DST) will oversee the implementation of this scheme, which has a proposed outlay of ₹10,579.84 crore during the 15th Finance Commission period from 2021-22 to 2025-26.

The ‘Vigyan Dhara’ scheme consolidates three broad components: Science and Technology (S&T) Institutional and Human Capacity Building, Research and Development, and Innovation, Technology Development, and Deployment. This merger aims to enhance efficiency in fund utilization and ensure synchronization among the sub-schemes and programs, thereby fostering a more cohesive and impactful approach to science and technology advancement in India.

Objectives and Focus Areas

The primary objective of the ‘Vigyan Dhara’ scheme is to bolster S&T capacity building, research, innovation, and technology development, contributing to the country’s broader goal of a robust Science, Technology, and Innovation ecosystem. The scheme is set to significantly strengthen India’s S&T infrastructure by establishing well-equipped R&D laboratories in academic institutions across the nation.

Key areas of focus under the scheme include:

  • Basic Research: Facilitating access to international mega facilities to advance fundamental scientific research.
  • Translational Research: Promoting research in critical areas such as sustainable energy and water resources.
  • Collaborative Research: Encouraging international bilateral and multilateral cooperation to address global challenges.

The scheme also emphasizes building a critical human resource pool to expand the country’s R&D base, aiming to improve the Full-Time Equivalent (FTE) researcher count. In a significant step towards gender parity in the field of science and technology, targeted interventions will be made to enhance the participation of women in STI.

Promoting Innovation and Collaboration

‘Vigyan Dhara’ is designed to support innovations at all levels, from school education to higher academia and industry startups. The scheme aims to foster collaboration between academia, government, and industries, driving a synergistic approach to innovation and technological advancement. The alignment of the research and development component with the Anusandhan National Research Foundation (ANRF) will ensure that India’s R&D efforts are in line with global standards while remaining focused on national priorities.

Aligning with National Vision

All programs under the ‘Vigyan Dhara’ scheme will be aligned with the five-year goals of DST, contributing towards the realization of the vision of ‘Viksit Bharat 2047.’ This vision seeks to establish India as a global leader in science and technology by the 100th anniversary of its independence.

The DST, as the nodal department for organizing, coordinating, and promoting S&T activities in the country, has played a crucial role in this initiative. By merging the three central sector umbrella schemes into ‘Vigyan Dhara,’ the government is reinforcing its commitment to advancing science and technology as a cornerstone of India’s future growth and development.

With the Cabinet’s approval, the implementation of ‘Vigyan Dhara’ is expected to bring about transformative changes in India’s scientific landscape, fostering innovation, enhancing research capabilities, and building a strong foundation for a technologically advanced nation.
