4.5 Crore Families to Benefit from the Expanded Scheme
New Delhi, September 11, 2024 — In a landmark decision, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved extending health coverage to all senior citizens aged 70 years and above, regardless of their income, under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY). This move aims to benefit approximately 4.5 crore families, providing 6 crore senior citizens with free health insurance coverage of ₹5 lakh per family per year.
The decision, which aligns with the government’s commitment to universal healthcare access, will ensure that all individuals in this age group are eligible for the benefits of AB PM-JAY. Notably, senior citizens aged 70 and above from families already covered under the scheme will receive an additional top-up of ₹5 lakh per year exclusively for themselves. This top-up will not be shared with younger family members, ensuring tailored coverage for the elderly.
For senior citizens not previously covered under AB PM-JAY, a new, distinct card will be issued, granting them up to ₹5 lakh in family-based health insurance annually. Those currently covered by other public health insurance programs, such as the Central Government Health Scheme (CGHS), Ex-Servicemen Contributory Health Scheme (ECHS), or Ayushman CAPF, can choose between their existing schemes or opt into AB PM-JAY.
Moreover, senior citizens with private health insurance or covered under the Employees’ State Insurance (ESI) scheme will also be eligible for AB PM-JAY benefits, offering flexibility and comprehensive coverage across multiple health schemes.
World’s Largest Health Assurance Scheme
AB PM-JAY is renowned as the world’s largest publicly funded health assurance initiative, providing health cover of ₹5 lakh per family per year for secondary and tertiary care hospitalizations. Covering 55 crore individuals across 12.34 crore families, the scheme has been transformative in enhancing access to healthcare for India’s vulnerable populations. To date, over 7.37 crore hospital admissions have been facilitated under the scheme, with 49% of the beneficiaries being women.
This expanded coverage for senior citizens was initially announced by Prime Minister Modi in April 2024, marking a significant step in the ongoing efforts to improve healthcare services for the elderly.
Continuous Expansion of AB PM-JAY
Since its inception, AB PM-JAY has seen a steady expansion of its beneficiary base. Initially launched to cover 10.74 crore economically disadvantaged families, the scheme’s reach was extended to 12 crore families in January 2022, following India’s population growth. Additionally, 37 lakh ASHAs, Anganwadi workers, and helpers, along with their families, were incorporated into the scheme, receiving free healthcare benefits.
