Amaravati, May 9, 2025 – The Andhra Pradesh Medical Council (APMC) has announced that it is taking urgent steps to resolve the ongoing issues faced by Foreign Medical Graduates (FMGs) in obtaining their Permanent Registration (PR) certificates. This development comes as a relief to hundreds of FMGs who have been waiting for their PRs, a crucial requirement for registering for the upcoming National Eligibility-cum-Entrance Test Postgraduate (NEET-PG) 2025.
Dr. Daggumati Sreehari Rao, the newly-appointed interim chairperson of the APMC, revealed that a four-member committee has been constituted to investigate and address the concerns of FMGs. The committee includes members from the APMC as well as the Director of Medical Education.
“We have received complaints regarding the delay in the issuance of PRs to FMGs. We have also got to know that some States have issued PRs to FMGs. There is a lot of confusion because of many National Medical Commission guidelines. We will look into it,” Dr. Rao told The Hindu. He added that the committee would also assess the authenticity of compensatory certificates submitted by FMGs before granting PRs.
The issue has been particularly pressing for FMGs who completed their medical education during the Russia-Ukraine war and the COVID-19 pandemic. Many of these graduates completed their internships in 2024 but have since been unable to obtain their PRs due to alleged procedural hurdles. FMGs claim that the APMC has recently demanded compensatory certificates in a new format, making it difficult for them to comply.
The prolonged delays led to protests in January, with a group of FMGs staging a demonstration in front of the APMC headquarters, demanding swift action.
While Dr. Rao did not specify a timeline for the resolution, he assured that the newly formed committee would expedite the process and work towards a fair solution for all affected FMGs.
