New Delhi: The Union Minister of State for Health, Smt Anupriya Patel, recently provided Parliament with detailed information on the patient bed-capacity and outpatient requirements mandated under the National Medical Commission’s (NMC) latest guidelines for undergraduate (UG) MBBS seat intake at medical colleges.

Under the Minimum Standard Requirements (MSR-2023) established by the NMC, hospitals linked to medical colleges must meet specific criteria based on the number of MBBS seats they offer. For example:

  • 50 MBBS seats: minimum 220 patient beds, 400 OPDs per day

  • 100 MBBS seats: minimum 420 beds, 800 OPDs per day

  • 150 MBBS seats: minimum 605 beds, 1200 OPDs per day

  • 200 MBBS seats: minimum 770 beds, 1600 OPDs per day

  • 250 MBBS seats: minimum 900 beds, 2000 OPDs per day

The guidelines also stipulate operating theatre (OT) requirements, including 1 minor OT for each surgical specialty. The number of major OTs increases with seat intake, from 4 (for 50 seats) to 11 (for 250 seats).

A breakdown of the department-wise bed strength for 250 MBBS seats, as presented by the Minister:

  • General Medicine: 225 beds

  • Pediatrics: 125 beds

  • Dermatology: 10 beds

  • Psychiatry: 25 beds

  • General Surgery: 200 beds

  • Orthopedics: 100 beds

  • ENT: 30 beds

  • Ophthalmology: 30 beds

  • Obstetrics & Gynaecology: 125 beds

  • ICU: 30 beds

The Minister highlighted the rapid expansion of medical education in India, citing growth from 387 to 780 medical colleges, with undergraduate seats increasing from 51,348 to 1,15,900 and postgraduate seats from 31,185 to 74,306 since 2014. This expansion aims to achieve the WHO’s recommended doctor-population ratio of 1:1000, with India’s current estimate standing at 1:811 (including allopathic and AYUSH practitioners, assuming 80% are available).

To address geographic and regional disparities, the government has prioritized new medical colleges in underserved and aspirational districts and implemented schemes for upgrading existing institutions and expanding AIIMS campuses.
